*NEW"  Supplemental Information Request for the Maternal, Infant, and Early Childhood Home Visiting Program

On February 8, 2011, HRSA published a Supplemental Information Request (SIR) for states previously awarded the formula grants for the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV). The SIR provides guidance to states regarding their submission of the Updated State Plan for the 2010 FY grant funding of the State Home Visiting Program.

States are expected to submit their Updated State Plans within 90 to 120 days from the date of issuance of the SIR), between May 9, 2011 and June 8, 2011

The following seven program models were identified as evidence-based of the SIR:

  • Early Head Start (home-based option)
  • Family Check Up
  • Healthy Families America
  • Healthy Steps
  • Home Instruction Program for Preschool Youngsters
  • Nurse-Family Partnership
  • Parents-as-Teachers

States must devote a minimum of 75% of their grant allocation to one or more evidence-based programs, and may allocate their entire allocations to evidence- based program(s).  Up to 25% may be allocated to promising practice programs.

States will continue to receive their base FY 2010 allocations in FY 2011 through FY 2015. USDHHS intends to award competitive funding beginning in FY 2011 based on States’ capacity and commitment to improve child outcomes specified in the law through the implementation of home visiting program models with fidelity to high quality and evidence based models.
